"GOODBYE BAD HALLOWEEN": Shibuya's 2026 Halloween Policies and Rules Aiming for a Safe and Clean City

Shibuya's Halloween attracts attention from all over the world, but due to serious issues such as excessive crowding, drinking on the streets, and littering, Shibuya Ward and the police implement countermeasures every year.

For 2026, under the slogan "GOODBYE BAD HALLOWEEN," multilingual manners-awareness banners and flags have been installed at various locations around the station, conveying a safety-first stance to domestic and international tourists. Ward Mayor Ken Hasebe stated at a press conference, "We want many people to understand this situation, and to know that Shibuya is not a city where people can dress up and party through the night for Halloween."

This article explains key information you need to know when visiting Shibuya, including this year's rules, traffic regulations, and mobility restrictions.

Continued Regulatory Policies from Last Year

To prevent problems arising from large gatherings and celebrations, such as congestion, drinking, smoking, and scattered trash, various regulations have been put in place. The traffic restrictions and crackdowns on street drinking and smoking implemented last year will continue this year. Since October 31 falls on a Saturday, measures will be in place for two days starting from the previous day, October 30.

In addition, considering the reality that many people dressing up are foreign nationals, awareness is being promoted through videos featuring English, Chinese, and Korean text.

Main Regulations and Measures for the 2026 Halloween Period

    Police Traffic Regulations

From the evening of October 30 to the early morning of November 1, vehicle closures and police checkpoints will be implemented on major roads around Shibuya Station (such as Dogenzaka, Bunkamura Street, and Inokashira Street). Parking meters around the station will also be suspended during this period.

Temporary Enclosure and Closure of the Hachiko Statue

To prevent accidents and protect the bronze statue in front of the station, the area around the Hachiko Statue will be enclosed with temporary barricades from the early morning of October 30 to around the evening of November 1. During this period, viewing the statue and meeting up around it will not be possible.

Prohibition of Street Drinking and Request for Voluntary Suspension of Alcohol Sales on the Day

Street drinking on streets and in parks around Shibuya Station is prohibited year-round from 6:00 PM to 5:00 the following morning by ordinance. Furthermore, during the same hours on October 31, when heavy congestion is expected, nearby convenience stores and retail shops will be requested to voluntarily suspend alcohol sales, limiting the procurement of alcohol on-site.

Prohibition of Street Smoking and Closure of Designated Smoking Areas

In Shibuya Ward, a fine of 2,000 yen is stipulated for smoking in outdoor public places. In addition, from the early morning of October 30 to the early morning of November 1, designated smoking areas around the station, such as in front of Shibuya Station and Miyamasuzaka-shita, will be temporarily closed.

    Fines for Littering

Based on ordinances enforced throughout the ward, littering is subject to a 2,000-yen fine. Please dispose of trash at garbage collection points set up in front of the Udagawa-cho Koban or Hachiko Square, or take it home with you.

Regulations on Shared Mobility (LUUP and Lime)

To ensure safety amidst congestion and traffic regulations, station-area ports will be temporarily suspended from 5:00 PM to 5:00 the following morning on both October 30 and 31. Additionally, Lime will use GPS-based geofencing technology to automatically control riding when entering the regulated area.

    Enjoying Halloween While Avoiding Trouble

To enjoy Halloween safely, the premise is not to adopt the style of "gathering and making noise on the street." If you want to enjoy the atmosphere of costumes and events, rather than lingering on the streets, it is recommended to properly utilize indoor facilities such as live houses, clubs, and restaurants. Creating a sustainable event with good manners depends on each individual's mindfulness.
